Official TOP-Apparels just can be bought at Argent-Npcs (money).
The first range of custom apparels can be found at the apparel shops in Port Royale. But if you talk to the shop owners Mayumi, Keiko, Umeko or Itsuki they will just tell you that they can´t and that you have to ask the warehouse-master Kaito for further information. The same will happen if you talk to the weaponry service.
When you talk to Kaito he will tell you that the problem is that the shop owners can´t refill their shops because of the fact that unfortunately the keys of the main warehouse got stolen. So if you want an apparel you have to help them to get the keys back. The according quest "The Warehouse Keys" is also provided by Kaito. But please notice that only players Level 39 and above will be able to accept the quest.
Since the quest is splitted in different parts the general steps will be listed below to avoid any confusion. Although if you read all parts of the quest carefully there shouldn´t show up problems.
And don't worry if you have more than one part of the quest in your log at the same time. If you follow the instructions one after the other will get solved.
1. Kaito will give you a letter for the blackmarket merchant "Black Eye Bill" which can be found in the Buccaneers Inn. (To go there either buy a ticket at Argent´s Transport Agency or use "The important places"-function provided by City-Guard Aaron (last page - relax))
2. Black Eye Bill will tell you that he bought the keys of a mysterious guy some days ago but resold them already. He will ask you for a special bottle of rum, before providing further information. He also tells you to talk to Innkeeper Drake regarding the rum.
3. Now head to Inkeeper Drake (also located in the Buccaneers Inn) and talk to him. Drake has the rum you are looking for, but he only wants to give it to you if you help him with his problem. He needs an Emerald Necklace for the birthday of his beloved. So you need to get the necklace for him first. If you don´t know where to get the necklace make a short trip to Argent City and talk to Angelo. He can tell you where to get it.
4. After you got the necklace return to Inkeeper Drake. Give him the necklace and he will give you the bottle of rum in return.
5. With the bottle of rum in your bag now go back to Black Eye Bill. Now he will tell you who bought the first stolen warehouse-key. But unfortunately he doesn´t remember the name of the buyer, so he just gives you a desciption of the guy and tells you where he should be located.
6. Head to the place Black Eye Bill told and look for the accordingly npc (not really hard to find out which one). When you talk to him he will confirm that he posseses the key you are looking for. But just like the Inkeeper the only way to convince him to give you the key is solving a problem for him. So head away and complete his request. After this visit him again and he will give you the first warehouse key.
7. Stay at the same npc and talk to him again. This time he will tell you that if you help him once more he will tell you who bought the second key. Head to Pine Valley and get the ship planks he requests. Then return to him. Now he will reveal the name and the location of the guy who bought the second key and give you a recommandation letter for him.
8. Now just visit the guy Jean told you of and give him his recommandation letter (will be done automatically). This guy is so impressed by the contents of Jean's letter that he hasn't any requests. Just stay there and talk to him again and he will give you the second warehouse key.
9. Since you have both keys now it's time to head back to the warehouse-master Kaito. Give him the keys and he will reward you generously for your help.
By clicking the text "Warehouse keys are back." you will now be able to browse through all apparel shops including weapon one.
Notice: Quests rewards like additional exp etc. will only given by Kaito when you finish the 'Warehouse Keys' quest.
